ELHO is not a valid SMTP command. DATA is only valid after a RCPT TO. Courier does not implement HELP. You should however get a reply to a HELO.
Emails sent remotely are being rejected with "Connection refused", but I haven't pursued this deeply in view of the above behaviour.
Look for a misconfigured firewall somewhere.
