You are telling courier to BLOCK all mail from the 192.168.1 network.
Remove the BLOCK variable from the smtpaccess file.
No, the line in smtpaccess/webadmin has set BLOCK to a null value,
overriding any BLOCK value that might get set as a result of blacklists
lookup. That's a *good* thing.
