You're missing an update:

lrwxrwxrwx 1 root root 11 Aug 25 18:32 /usr/include/pcre.h -> pcre/pcre.h
The soft link makes everyone happy.
Anybody open a bugzilla about this yet? Seems to be the case in RHEL3
and 4. If no one has, I'll go ahead and open one and maybe it'll make
it into RHEL4u2 and RHEL3u6.
