No, there's no way to get around an idiot who is placed in charge of running an alleged mail server.

What you can do, though, is to add "badmx ip.address" to the bofh file, which will keep you from accepting any mail for any domain that lists this mail server as an MX. I see no logical reason to accept mail from any domain that does not use something that meets the technical definition of a mail server.
