I'm with 0.46 and --without fax worked fined.
Grab the mgetty SRPM from up2date (up2date --get-source mgetty). Do a
rpm --rebuild mgetty-xxxx.src.rpm and install the generated mgetty-fax
package. RHEL3 just doesn't include it in the distro CDs because they
don't feel like supporting it. You can safely remove it after building
but it's really not hurting anything...
