The big differen ce is that files in *cur* are no longer new mail: they have been seen by the user's mail-reading program. Thus, the moment *anything* sees the message -- not necessarily when they have been *opened* -- then it moves to cur. To know if they've been opened for reading, you'd have to check the flags after the "," in the filename.
