No.  POP3 accesses INBOX only.  Nothing short of heavy code modification
of the POP3 server would change this.  Your best option would be to
configure the spam filter to *not* move spam messages by default and give
IMAP users the ability to enable the server side moving of spam messages. 
One way to do this would be to check for the existance of a Spam folder
before attempting to move the messages.  In your maildroprc:

if (/^X-Spam-Status: *Yes/:h)
  {
    exception {
      to "$MAILDIR/.Spam/"
      }
    }

Thus, if the account does not have a Spam folder, delivering mail to the
spam folder will fail and it will be delivered to Inbox instead.  Pop3
only users will never create a Spam folder so they won't get filtered. 
IMAP Users will need to create the Spam folder in order to get filtering.
