Because it's bound to the user login, not their host address. It's not "I 
never want user's from outside use IMAP", it's "I want some users from 
outside use IMAP" and "I want all users on localhost use IMAP".

On the other hand a firewall would not be the correct way in first place, 
courier-imap should be bound to local loopback only in that case - but 
that is not what I want. My problem is login bound, not host bound.
