Tell him it's broken. Explain to your user that the remote site administrator's is a bonehead, and there's nothing that you can do about it. If your user has a problem because of that, he should speak to that administrator, because it's out of your control.

You heard wrong. First of all, qmail can't do it unless it is explicitly hacked to do so.
Furthermore, this approach that you've heard of is unreliable, and is obsolete. It's been obsolete since authenticated SMTP has been established.

You can use any MTA that pleases you. It's not going to change the fact that the remote site FSCKs up all outgoing SMTP connections, no matter what server is being connected to.
It's not going to make any difference.
