No, this has been the case from day one.Each mail delivery attempt is a standalone event. If a mail delivery attempt fails with a temporary error status, the delivery attempt will be rescheduled at a later time. At which time, everything goes back to step one. This has always been the case.
When writing complicated mail delivery instructions you must always keep this detail in mind.
