If it installs /usr/include/ldap.h, then it's a development package.

OpenBSD doesn't generally build separate "development" packages, they just install the headers, etc. with the base package.

According to http://www.openbsd.org/cgi-bin/cvsweb.cgi/ports/databases/openldap/pkg/PLIST?rev=1.15&content-type=text/x-cvsweb-markup, -client includes ldap.h (installed in /usr/local/include by default).
