The user has admin rights on all folders in his mailbox. Although you can preconfigure ACLs to prevent deletion, the user can simply reset the ACLs, and delete the folders anyway.
You can create those folders yourself, using a script that creates the correct directory structure, carefully setting up the ownership and the permissions of all the files and directories; then use the maildiracl command to set up ACLs. See the man pages for more info.
