Your server is not sending any error messages, you are simply telling
the other server why you will not accept the message.
If you just close the connection without giving a reason, the other
server will assume you are having network problems and will treat it
the same as a 4xx temporary failure and continue to retry for 5 to 7
days. If you give a permanent failure code (5xx), the other server
will know that you will never accept the message and it will not
retry.
