Hm, this is possible with any other filter also, it's a problem for the
*filter* from my point of view, what do you mean?

Isn't it the same as 'user unknown' and some other situation when the
recipient isn't reachable on the target mailserver?!

Courier have the option to handle backscatter as far as I understand the
page right:

http://www.courier-mta.org/courier.html

It is also possible to generate backscatter if you use maildrop xfilter
with amavis or other mailfilters, isn't it?!

How ever it is only *a* hint, nothing else ;-)
