What should happen to these messages?  If you don't want them delivered
to the user's maildir, where should they go?

You can probably configure maildrop to do what you want.  You can put
rules in the global maildroprc file and in each user's .mailfilter file
to change the delivery based on sender, recipient, content, or whatever.
