Learn how filesystem permissions work. Different system users have different uids and gids, which affect what permissions they have on files. Of course a different user, whose imap process runs using that user's userid will not be able to move files from the other user's new and cur directories, because the first user does not have write permission on the new and cur directory.

You are wasting your time, until you educate yourself how file permissions work.
