Apt-get install gamin libgamin libgamin-dev

If you use gnome also do a  "apt-get install python-gamin"

Gamin is the defacto replacement for FAM. 

That said, I use the Ubuntu packages and they depended on and installed
gamin and libgamin. Do a "dpkg --get-selections | grep "courier" "

And check you have courier-base, courier-mta, and courier-imap installed?
