For any DNSBL always query through a localhost caching instance of
BIND etc so that repeated lookups for the same IP, which happen a lot,
get handled locally instead of being sent to the provider everytime.

If you have a heavy load its quite possible that the providers limit
service availability to them once you pass a certain threshold.
