there is always an EMPTY header "Delivered-To:".

Double check that /usr/bin/preline is Courier's preline wrapper, not procmail's preline wrapper.

Only Courier's preline wrapper groks the DTLINE environment variable, that holds the contents of the Delivered-To: header.
