Well, no, that would be the most stupid thing that could happen.

That would turn the internet into a "pay to get connected" scenario. Then, 
mail communication would be a matter of 100 huge companies and noone else can 
operate a private or small-business mailserver without paying to get listed on 
whitelists.

But that's totally out of scope. 
Some people think of IPv6 as some magic voodoo. But it's just a new protocol 
on layer 3. If a system is connected to a IPv6 enabled router and you use 
modern software, everything just uses IPv6 without any worries.
