This "tcpserver" is from a different package, I think related to Qmail. The Courier-IMAP package uses couriertcpd to manage TCP sessions, not "tcpserver", and its INSTALL provides instructions for installing and setting up couriertcpd.
This is likely a configuration issue, or a problem, with "tcpserver"; you might want to ask on the Qmail lists, most Courier-IMAP installations use the stock startup scripts that use couriertcpd. Or, you can try using Courier-IMAP's INSTALL to set up a normal Courier-IMAP configuration.
