Yes. For local deliveries, the 'host' parameter is the recipient mailbox, so for all practical purposes this sets the maximum number of concurrent deliveries to the same local recipient. Since local deliveries are comparatively speedy, this really doesn't matter much. It's only value is that if someone's mail filtering recipe is broken and is causing problems, things shouldn't come to a complete stop, totally, because of it.

The only interesting tidbit is that each "user-extension" is a unique "host", for this particular purpose. So, there could be more concurrent deliveries to the same account, but for different -extension addresses. And if all of them go to a .courier-default file, it'll still be the same destination.
