All that webmlm does, is generate and mail back the moderation message back to couriermlm.
Take a look at the regular confirmation message that couriermlm sends. All that it does is what you would do yourself when moderating by email: send a reply, with the Subject set to "yes", "no", or "reject".
The only thing that couriermlm cares about is the subject line, and the two [token]s in the reply message.
You can do whatever you want to generate a suitable message, then simply send to couriermlm's reply address for confirmation messages.
If you really want to avoid an intermediate message, you can just invoke couriermlm as if it was being invoked from a .courier file (with the right environment variables and parameters) and pipe a phony confirmation message to its standard input.
