This is exactly what Deutsche Telekom does with their (private)
customers and I fully approve it.
I guess Deutsche Telekom has a magnitude more customers than Telenor, so
you can safely assume that this is a best practice for bigger ISPs.

I agree that SMTP should be handled by the e-mail provider. With
SMTP-AUTH and especially with SPF there is no way around that. ISPs will
get informed about probles via the abuse desk.
