Agreed.  However, that kind of rewriting doesn't need to be done on-the-fly by
an SMTP client.  It would be more consistent if done before queuing, so that
local BCCs undergo the same treatment.  By comparison, necessary on-the-fly
conversion to 7bit quoted-printable is clever; it may break DKIM, but it's
unavoidable and hence unsurprising.
