Even less because procedures (as an abstract concept) can also be encoded
as data.

(NB That Scheme has first-order procedures in contrast with, say, C, is a
bit of a red herring. It is obvious how to implement closures with C; the
actual difference to Scheme is basically that Scheme makes it much more
comfortable to work with first-order procedures.)
