I was actually referring to the Maps Directory: 
http://maps.google.com/ig/directory?synd=mpl

On further inspection, this a directory of Mapplets. 
http://code.google.com/apis/maps/documentation/mapplets/ which seem to 
require some developer know how.

It would be possible to make a Mapplet that would reproduce the map you 
created by loading the location data from an external xml source. You 
could then create an external web form to add new locations to the xml.
