This is Philippe (@Phisab), usually coworking with Jean-Yves and from
time to time having some beers (Chimay) !
Quora is indeed a very interesting approach to help managing the
'quests' for expertise within a community.
It is a first step in getting used to the very difficult behavior that
is "Asking for advice with the RIGHT question".
There is a similar website fro French Speaking people:

Unfortunately, they are pretty 'restrictive' by calling themselves
'Experts', I like your wording: 'Community Expertise'.
This is a shared approach that says it all about the coworkers
attitude and also, gratitude.

Being a strong advocate of 'serendipity', let me point you to a crazy
idea by a bunch of brilliant young people in Berlin:
http://www.aka-aki.com/ (Alles Wirkliche Leben is Begegnung). There is
surely something there for the co-workers community?
I am thinking of the 'bluetooth'/'wifi' technology used to sense WHO
is there (the focus is not WHERE you are!).
