We've discuss this topic numerous times. Freelancers Union proved a few years ago that in NY they can provide health insurance. EVERY STATE IS DIFFERENT! California is one state where guaranteed insurance is not allowed without direct employment. That said, I've heard of a possible workaround thru a 3rd party payroll...
And note: the key is GUARANTEED coverage versus approved. Anyone can set up some group rate for approved coverage (each applicant may be approved or denied by the insurance co) but the traditional employer-provided guaranteed coverage is the ideal and typically discussed.
