Unless you're fluent in the rules and regulations of the building code in 
your area, you definitely need an architect. I live in NYC and it's 
basically impossible to file construction plans with the Dept. of Buildings 
without one helping you. It's worth the money to avoid building inspectors 
coming in and shutting you down until potential violations are fixed.
