The problem was that the META.yml contained the "provides" entries but did not contain a file name in these entries. The PAUSE indexer then signaled OK in the indexer report but withheld the entry when actually producing the indexfile. My current workaround is to tolerate "provides" entries without "provides/file" entry but warn about them. Only libapreq2 was affected and has now ended up in the indexfile.
