I was planning on talking to Jos about it in Oslo -- figure out the
best approach.

I'm not sure what you mean by not having to upgrade, though.  You mean
just by taking the logic out of CPANPLUS?

Even though you can't make it, if you can contribute ideas to the wiki
or check #perlqa during Oslo, that woudl be great.
