I upgraded to CPAN 1.92_61, Test-Reporter 1.39_06, CPAN-Reporter 
1.14_04, CPAN-Reporter-Smoker 0.09 (mainly for the recent untaint fix) 
and started smoking anew. Yet again, the ballooning INC bug rears its 
head:

I checked, Test::Manifest is indeed not in the cpan_perl5inc_* file. I 
investigated a bit for the cause, but I'm really not an expert in CPAN 
internals. I found this:

$ grep "^Can't locate CPAN/PERL5INC" cpan-reporter-smoker.log|wc -l
483

I can't say whether the two types of bug above are related. Logs and

Altogether I produced 192 FAILs, I think most of them are bogus. Is 
there a mechanism to revoke them?
