I don't mean "old" in time, I mean we shouldn't test distributions
that have been superseded by more recent versions on CPAN.  Otherwise,
we risk FAIL for things that are already fixed.  That's just annoying.

At the very least, we shouldn't notify people, but then I'm now taking
the view we shouldn't notify anyone without their requesting it first.
