I just implemented the pseudo grade "INVALID" in the CPAN Testers
Matrix. Here's a URL with such an "INVALID" entry:

I think this grade should be used only for errors caused by the
tester's modules (e.g. errors in CPAN::Reporter) or by gross
misconfiguration of a testers system (e.g. full hard disk). It should
not be used for problems outside the tester's modules, e.g. broken
ExtUtils::MakeMaker/Module::Build or broken (blead)perl (though
something like this could be done in some kind of a FAIL
classification).
