That situation is trickier because various CPAN clients used to
be buggy in such way that they would try to download and install
a newer perl from CPAN if you happened to depend on something
that had become a core module at some point, or you depended on
a newer version of a core module than installed.

Those bugs have been fixed, of course, but machines with old
versions of CPAN.pm still exist out there… so this is not an easy
decision, unfortunately.

Yeah, I definitely think this is not known widely enough.
