    The same with me, although I do not know the term "minicpan" till
now.  I keeps a local copy of all the up-to-date CPAN packages.

    But some packages might still fail due to their nature to test
against the internet (Net::DNS and Crypt::SSLeay?).  There might not be
a good answer unless you have a good internet in this case.
