The by-module/ and by-category/ symlink trees were a compromise. Before
search.cpan.org existed the symlink trees were requested by people who
could not imagine what a search engine might look like three years
before google was born.

It's high time to kill them. Not only because they are misconceptions,
also because they actually never worked correctly.
