It will work on 5.10.0, however, some of the dependencies take a lot of effort to install. In setting up my test platform for the CPAN Testers websites side of things, I've been infuriated by a couple of people who aren't able to correctly package distributions. It took me 2 days to install everything! If you come across any distribution using Module::Install, rewrite the Makefile.PL to use EU::MM correctly and it will install correctly. Also watch for any external libraries that aren't mentioned, and need to be installed. Hopefully my fail reports are in the system.
