It's an optimization for smoking but since CPAN::Config also affects
everyday use, I didn't want to default someone into not running tests.
I would turn it on for smoking since the configuration and set of
installed modules is very static between runs and leave it off for
everyday perl module installation which might pick up failures
provoked by other modules not always being the latest on CPAN.
Is there an easy way to do that (e.g. option to minismokebox or "perl
-MCPAN::Reporter::Smoker -e start")?
