Hello,

    In this month and January, I've started to get some FAILs that are
mysterious. The common theme is that the smoker was unable to find the
dependency in @INC *while* executing the test. However, it correctly
shows up in the report's dependency list... Furthermore, it seems like
that they all are on MSWin32 and the smoker is running CPAN::Reporter.

    Should I ignore them as a smoker misconfiguration, or is there a
deeper problem here? When I got the first report from David Solimano, I
asked around on IRC and other people confirmed that it was a problem
with the smoker. They contacted him and he fixed the problem. Then I got
reports from 2 different smokers, and I'm wondering if it's actually a
bug somewhere? If it was fixed, I apologize in advance for wasting your
time :)
