What makes you think that?  Because your code claims to work with *any*
version of XML::Writer, then people will only install the latest version
of it to go with your code if they don't already have any version of
XML::Writer installed.

Here is a list of other modules they may have installed which depend on
XML::Writer:

and of course to that you can add anything that depends on those
modules.
