I just received an email from a module author because one of my smokers
failed his module - tests failed to run because of a missing dependency
that wasn't declared.

He sent me the following in the email asking if he should ignore it or not:

"I looked into http://wiki.cpantesters.org/wiki/CPANAuthorNotes, and it
says:

"*Why am I getting a FAIL/UNKNOWN/NA report when prerequisites are not met?*

> Some early versions of CPAN Testers tools had bugs that did not properly
> catch when prerequisites were specified but not met. Please just ignore
> these reports."


So my question is if this text still applies - are there still versions of
these tools in use that do this?  I'm thinking not, but I'll defer to
others who know better than I do.

I'm glad to put some different wording here, but I thought I should check
with others before I did.
