Correct, this is a common scenario: Perl doesn't require GCC for running, and many modules don't require a GNU toolchain for building. To make CPAN Testers correctly report this as "NA" not "UNKNOWN", you could print a helpful message from the Makefile.PL and then die with "OS Unsupported" (though that's inaccurate, it's the string that CPAN::Reporter looks for to change the report to "NA").
