I checked cpantesters/base, and despite us being listed as Maintainers
here, we did not work on this image. You might have better luck in
finding who owns the https://hub.docker.com/u/cpantesters org and obtain
access to the image repos there - I believe https://github.com/barbie
might be the contact.

Greetings!
I'm trying to improve Docker usage for the CPAN Testers components and
I'm having trouble to find out where are the Dockerfile for the
cpantesters/base image.
The image is still available on Docker Hub:
REPOSITORY TAG IMAGE ID CREATED SIZE
cpantesters/base latest 61f769bbfa62 4 years ago 1.09GB
But I would like to check what it is included on it and maybe try to
reduce it's size.
