Note that there is a Make.pm module at CPAN which could be used as a
make replacement. 

As a casual windows user wanting to install custom perl modules (not
only the ones provided by Activestate), I build perl using mingw32 and
dmake, and after that it's no problem to build further modules using
dmake.
