This is an upload notification, not an approval. The purpose is to
enable controlling of what gets uploaded. Say, somebody steals your
password and tries to upload something: then you, me, and the testers
get this mail and you would alert the rest of us.

The watchdog on PAUSE is the indexer that works after the above
message has gone out. The indexer will not stop distribution of any
kind, its only weapon is to refuse indexing.

It should indeed be more helpful by feeding information to the
uploader, but it isn't. The reason is that it generates many false
positives with no serious consequences.

Yes, there are uploads that contain modules owned by somebody else,
but they are not indexed.

So, should your upload be indexed?

Looks to me as if the upload should be indexed. Please let me know
before the upload if I should add you to the upload permission list of
C::Scan.
