There were a lot of incompatible changes in how the detection works, so
probably something was botched.
Could you send me the config.log file that is created during the configure
process?

This is a *very* outdated version of the gimp, and it is very probably
that this is causing the errors (only the lkatest stable and experimental
versions are supported).
You can verify this by changing the string "1,1,20" inside "configure" to
"1,1,24".
