I uploaded the former to CPAN several hours earlier than the latter, assuming that either distributions were tested in the order of upload or that the automated systems would try to download dependencies automatically if required. The Rosetta Makefile.PL did mention the newer SSM version in requirements.
Could we be witnessing a bug in CPANPLUS or a related package?
Meanwhile, please try testing Rosetta-0.28 again after the dependency is installed.
