I've already modified Filter::cpp to check the path for the existence on
cpp.exe when running on MSWin32. Version 1.22 of the Filters has just been
uploaded to CPAN with this change. I would appreciate testing by both
MSWin32 people who do have cpp.exe and some who don't.
